4/4 The ASP is not a bystander to US pressure. It is the Court’s governing organ and owes a duty of care to the institution it created. ASP25 meets in The Hague, 30 Nov–7 Dec. The test is whether it adopts measures (budget, political coordination, etc) or another declaration.

This part—the pledge to take measures to ensure that the Court and its officials and staff can do their work impartially, undeterred by coercive measures—is most important, in practical terms.

1 - States Parties owe the Court 40% of the 2026 budget, already.
2 - Civil society is not happy about the ASP25 taking place in New York. Remember ASP25 elects 6 new judges. No ICC activity should happen in the US.
