WZL-1's Dęblin plant becomes a licensed MRO provider for the engines of the Polish Armed Forces' Boeing AH-64E Apache, Sikorsky S-70i Black Hawk, and Leonardo AW149 and AW101 fleets * GE says the agreement is part of the localisation commitment attached to Poland's 2024 order for 96 Apaches. It is the third of the three Apache offset legs: Lockheed Martin's for the LONGBOW radar and TADS/PNVS sights in March, Boeing's for the Łódź airframe service centre on 11 August, and now the engines, which Rzeczpospolita had put at about PLN 500 million of a PLN 1.2 billion package * Adam Leszkiewicz, PGZ's president: Dęblin, with the T700/CT7 work and the AGT1500 tank-engine project in parallel, "is becoming the leading center in this part of Europe for the maintenance of American military propulsion systems". First Apaches arrive in 2028; eight leased aircraft fly from Inowrocław The last piece of the Apache offset is an engine licence, which is the piece with customers beyond the Apache. The Łódź agreement in August put airframe sustainment in a Polish state plant; the Dęblin agreement does the same for the engine, and the engine is the common part. The T700/CT7 family powers four types already in Polish service, so a licensed line at Dęblin has work before the first of the 96 Apaches lands in 2028, and Leszkiewicz's pairing of it with the AGT1500, the Abrams turbine, describes a plant being built around American propulsion rather than around one helicopter. GE's own Europe figure, 1,300 engines across 20 customers, is the market Tomczyk pointed at when he said other allies' engines might follow. What a licence conveys is authority to work to the manufacturer's procedures on the manufacturer's parts; the dispatch on the Łódź leg made the point that an authorised centre transfers sustainment authority, not the aircraft, and the same holds here with one difference: engine MRO is where the recurring money in a helicopter fleet sits. Neither GE nor WZL-1 states the value, the throughput Dęblin is sized for, or when the first engine goes through under licence; the August reporting had the GE leg at about PLN 500 million and the whole package running to 2036. **Three offset legs in seven months is a fast close for a Polish programme, and the engine leg is the one whose economics are least dependent on the Apache order that created it.** The observable that would confirm it is a non-Polish T700 through Dęblin.
