the Aerofiles site lists the craft under "von Cosel", and categorises it as a 2 person, canopied cockpit, high wing, amphibious monoplane. It seems the wheels were meant for water

again, we know that this was an eternity from being a tangible flying machine, but I salute the oddball nonetheless

Andy, I think it may be a Pitcairn PA-8 Super Mailwing. The Aerofiles site sez the PA-8 was extant by 1930 and looking at a bunch of Pitcairn biplane pics the PA-8 is the only one I see with that distinctive "N" strut.
