What is more worrying for Aeroflot's staff is that the Ministry of Interior, the Prosecutor General's Office and the FSB are threatening criminal investigation into Aeroflot managers if it is discovered that the hack was due to negligence in Aeroflot's IT systems' defenses.

This appears to be the current standard policy for the all the State Majority owned companies. The government NEEDS the revenue.
