Also you see it in the places where Afrocubans make up the majority, the infrastructure and amenities are notably worse.
The written law may be colourblind but Cuba has been cited by the UN as the country with the most arbitary detentions on the planet.

It's a situation that persists to this day. You see it expressed in things such as the small number of Afrocubans who manage to get out. If you don't have help from the outside you are at a huge disadvantage in today's dollar based economy.

But here's the thing, you don't address racism by just making the law colourblind. At that point Afrocubans were already severely socially and economically disadvantaged and there was zero attempt to level that playing field.
