Agriculture ministers meeting at the AGRIFISH Council today adopted a partial general approach on the Common Agricultural Policy (CAP) after 2027, setting the Council’s position for negotiations with the European Parliament. The mandate is partial because financial and horizontal questions are being settled separately, as part of the talks on the 2028-2034 Multiannual Financial Framework (MFF). The outcome shows a lack of political leadership at a moment when European farmers are struggling to secure enough fodder for the winter and are being forced to import it at rising cost. With climate change and water scarcity, and with the continued loss of the grasslands and wetlands that farmers’ livelihoods depend on, this will happen year after year. Rather than steering public money towards helping farmers work with nature and build resilience, ministers have left subsidies concentrated among the largest recipients and kept in place the kind of support that fuels the climate, nature and economic crises. The environmental safeguards that were already weak have been hollowed out further. The Council text drops the reference to protecting groundwater from pollution and fails to secure protection for permanent grasslands.
