One question is if this is in some ways like Europe between 1870 and 1905 when alliance structures had not gelled and Britain, France, Russia, Germany, and the US could all conceive of a hypothetical circumstance where they might be at war with any one of the other 4? 
If every middle or potential great power in the current US alliance system decides it has to fall back entirely on its own military and economic resources to develop strategic hedging options that bypass Washington then it is pretty much a post-American global order
