I don't think those are the right concessions, as "pulling back all the settlers" would mean destroying sizeable towns that in a reasonable 2-state solution just end up in Israel's side of a territorial compromise (as there's no real reason to hew closely to the 1949 armistice line).

Gazans did not receive Egyptian citizenship. It was ruled through a military governor for 19 years until Israel captured it in 67 in 6 days war
