Arridor was played by Dan Shor in both episodes. Kol was recast, but under heavy prosthetics at least looked nearly identical.

This is from "False Profits", the episode in ... Season 2, I wanna say? ... where Janeway & Co. find Kol and Arridor, the two Ferengi who got lost in the Delta Quadrant after they foolishly entered the Barzan Wormhole.

Negotiations over the Wormhole were from TNG's "The Price."

Arridor is really trying to sell this shit and it....actually worked?

Also, I know they're greedy but they didn't think to question the Federation & the Grand Proxy showing up on the same day was more than coincidence?

Let me explain this in Voyager terms: Brexiteers are like the Takarians, and Nigel Farage and Boris Johnson are like Arridor and Kol.

amazing continuity callback, Arridor and Kol are a riot, Neelix is a bit of a con and swindler himself, albeit a nobler one, (and Ethan Phillips played a Ferengi back in TNG in another great episode, that gave us a great Picard gif)
