They are not.
Although each individual method has diminishing (hee) returns.
You reach a saturation point with BCRs where you don't go further down you just stay there longer.
SIZ tech can only reliably work in certain ranges.
And ETR have exponential power scaling the further up/down you go.

Economists love to talk about opportunity costs when it suits their ideological position. Would be great to hear more about the opportunity costs of funding megaprojects with < 1 BCRs and the alternative infrastructure pathways we close off as a result.

There is a certain amount of irony of Bishop on a Bike while National harps on about $1.2b for Roads of National (Party) Significance. All but which two will return BCRs of less that 1.0.
That Bishop should get on his Bike and engage in Traffic Evaporation which would returns of BCRs of over 5.0!

The lower Thames crossing would be a very long way behind the need for every city to have a Dutch/Danish level of cycling infrastructure in terms of priority if we were doing proper holistic BCRs.

The Government’s PPP drive ignores that they cost twice as much as Govt-funded projects, they’re often late, fiendishly complicated, beset by litigation & vulnerable to public bailouts. The projects themselves are mostly lucky to generate BCRs >1, even without accounting for climate & health cost.
