I'm fine with ach/comms/MSMs because it's nice to have a record of what you did in citation format, but a) no non-V BSMs, b) lowest dec for valor is a BSM (you did something in combat worth getting a dec for, you get a BSM minimum), and c) campaign ribbons, ach/comm/MSM, and BSM/SSM/cross/MoH are it
