Your upload holds 10 Mbps to YouTube, so suspect the Twitch ingest rather than the line. Add ?bandwidthtest=true to your stream key and watch the run in Twitch Inspector. Try two ingest servers. Then pin the better one in OBS instead of leaving it on Auto.
