As Meiji Japan adopted Western suits and "high collar" (haikara) refinement, a counter-movement rose to defy it: the Bankara. The name (バンカラ) was a joke on the term, combining the kanji for "barbarian" (蛮) with the phonetics for "collar" (カラ).
