County officials said the intercounty youth detention center cleared an intergovernmental agreement step, with counties unanimous and Lehigh County voting 8–0; officials set an October bid timeline, January 2027 construction start and a March 2028 completion target.

County leaders presented a reimbursement resolution and said Berks intends to issue up to $30,000,000 in general obligation bonds to finance capital improvements at the regional youth detention center and reimburse initial county-funded expenses in compliance with U.S. Treasury rules.
