👀 {𝗮𝙅𝙎𝘿}: Trump’s ❝populist❞ economics were a con — tariffs acted as regressive taxes on working families while billion-dollar bailouts fattened agribusiness, and his 2017 tax cuts showered windfalls on the 1%. The rich feasted; everyone else got scraps, debt, and higher prices.
Trump’s Tariffs and Tax Cuts: Gains for the Rich, Pain for Everyone Else Researched, curated, and compiled by andy J.S. Decepida Introduction During his presidency, Donald Trump repeatedly claimed to champion the ❝forgotten❞ working Americans. In practice, however, Trump’s signature economic policies —from sweeping tariffs to massive tax cuts— largely operated like Robin Hood in reverse, funnelling benefits to the wealthy and well-connected while penalizing everyone else. Tariffs functioned as stealth taxes on consumers (especially lower-income households), and the proceeds often financed handouts to corporate allies. Meanwhile, the 2017 tax overhaul delivered windfalls to millionaires and big corporations, exacerbating inequality. Recent data and analyses from Trump’s first term through today reveal a clear pattern: the Trump agenda consistently advantaged the richest few at the expense of the many. In a progressive view, these policies amounted to plutocracy under a populist mask, and their regressive outcomes continue to be felt. The evidence —from household cost estimates to distributional analyses— underscores how Trump’s economic legacy has been a boon for billionaires and a bust for working families. Tariffs: A Regressive Tax on Working Americans Trump’s trade wars —featuring tariffs on billions of dollars of imports— were touted as a way to protect U.S. industries and workers. In reality, tariffs are taxes on imports that get passed on to American consumers in the form of higher prices. Economists across the spectrum note that Trump’s tariffs were ❝one of the most regressive ways to redistribute income from poorer to richer Americans,❞ effectively increasing the tax burden on lower income people1. Unlike a graduated income tax, a flat import tax hits lower-income households harder proportionally, because they spend a greater share of their income on goods. One analysis found that although the bottom 60% of U.S. households collectively earn only about 20% of national income, they pay roughly 30% of Trump’s tariff costs, whereas the richest 1% (who take in over 20% of income) pay only around 10% of the tariff bill7. In short, Trump’s tariffs functioned as a regressive tax, burdening working-class families far more (relative to their resources) than the wealthy. Not only are these tariffs distributed unfairly — they also provided little benefit to the workers they were allegedly meant to help. Tariffs on metals, electronics, and other inputs raised manufacturing costs for many American businesses, leading to higher prices on everyday products from cars and appliances to groceries. For example, Trump’s 2018 tariff on imported washing machines led to a roughly 12% spike in laundry appliance prices for American buyers. While the tariffs did induce Samsung and LG to open U.S. plants (creating an estimated 1,800 new jobs), consumers ended up paying an exorbitant price —about $820,000 in higher costs per job created— according to a University of Chicago study2. This ❝job creation❞ strategy was wildly inefficient and tantamount to an enormous consumer-funded subsidy to a few companies. Overall, research consistently showed that U.S. importers and consumers, not foreign producers, bore the cost of Trump’s tariffs through price hikes. Major retail chains even explicitly blamed the tariffs for price increases on essentials, like groceries and electronics. In effect, American families paid more at the store so that a handful of domestic industries (and their owners) could profit under tariff protection. Meanwhile, Trump’s trade taxes provoked foreign retaliation that hurt American exporters, especially farmers. U.S. agricultural exports to China, for instance, plummeted after China answered Trump’s tariffs with its own duties. Farm incomes suffered, and bankruptcies among small farmers climbed during the trade war. To quell political fallout, the Trump administration approved an unprecedented $28 billion bailout (over 2018-2020) to compensate farmers for tariff-related losses. But even those ❝transfers❞ were skewed to favour the big and wealthy. The top 1% of aid recipients received 23% of all farm bailout funds in 2019 —the largest share in over a decade— with average payments of nearly half a million dollars to each of these big operators3. A government report found the largest farms (often agribusiness conglomerates) reaped windfalls —the top 25 aid recipients got $1.5 million each on average— while many small family farms struggled to stay afloat. In 2020, farm profits hit their highest level since 2013 largely due to federal aid, which made up almost 40% of farm income that year, yet this aid disproportionately flowed to ❝the largest, wealthiest farmers,❞ as one analyst noted3. In sum, Trump’s tariff bailouts became yet another mechanism where those with clout and capital pocketed the gains and smaller players were left behind. It is telling that the Trump administration at one point mused about replacing traditional taxes with tariffs entirely — a move that would shift the tax burden from rich individuals and corporations onto the general public. By 2019, tariff revenues had surged (import taxes jumped by $14 billion in one year), effectively raising the average American household’s tax burden indirectly. According to one estimate, the full menu of Trump’s tariffs —if sustained— amounted to an extra $1,300+ per year in costs for the average U.S. household (and some estimates ran much higher) as consumers paid more across the board. Tariffs on basic goods like apparel (which saw prices jump over 15%) and on household items act like a flat sales tax — one that hits lower-income families the hardest. And unlike income tax rates, which rise with ability to pay, tariffs extract the most (relative) pain from those least able to afford it. It’s no wonder polls during 2019-2020 showed Americans disapproved of the tariff wars by a wide margin once they felt the price hikes. As Adam Posen of PIIE testified, tariffs not only impose broad economic damage (from stifled growth and lost export markets) but also create ❝opportunities for government corruption❞ through discretionary exemptions1. Indeed, the chaotic rollout of Trump’s tariffs —with thousands of petitions from companies seeking exemptions— opened the door for cronyism (companies with the right connections often got let off the hook, as discussed later). All told, Trump’s tariff policies functioned less as a tool to help blue-collar workers than as a tax-and-redistribute scheme — taxing ordinary Americans and redistributing the spoils to select industries and insiders. Tax Cuts: Windfalls for the Wealthy, Little for the Rest Trump’s other marquee economic policy, the 2017 Tax Cuts and Jobs Act (TCJA), was sold as ❝middle-class tax relief❞ and a catalyst for jobs. In reality, it delivered outsized gains to the wealthy and corporations, with only modest, temporary perks for middle- and working-class Americans. The law slashed the corporate tax rate from 35% to 21% permanently and cut top-bracket individual rates, while many benefits for individuals were set to expire after 2025. The distributional impact was overwhelmingly skewed up the income ladder. In the year 2025 (just before individual cuts expire), households in the top 1% were set to receive an average tax cut of about $61,000 per year, according to the nonpartisan Tax Policy Center. By contrast, middle-income households were getting an average annual cut of roughly $900, and the lowest-income families received a paltry $50–$100 on average4.
