What Is A Bootnode

The other day while setting up a node I realized bootnodes are crucial for peer discovery. Without them, your node is isolated. ETH's bootnodes are more robust than BTC's, fight me on this.

https://github.com/eth-clients/eth2-networks/pull/86. We definitely need to do a better job here when it comes to greater geographic and provider diversity (hear me out, bare-metal 🤓).
