Despite Microsoft's plans on removing the BypassNRO file since March 2025.
"oobe\bypassnro" still lives on in the official Windows 11 Version 25H2 (aka Windows 11 2025 Update) ISO release from Microsoft.
Just remember to disconnect from the internet first before running it. 😉

It's ridiculous that you have to, but you can renable local accounts during install by pressing SHIFT+F12 to open cmd and type OOBE\BYPASSNRO. It'll reboot then let you proceed with a local account.

I just built a computer for my Mom today because she was facing the Windows 10 shutdown. I installed Windows 11 25H2. Happy to say the oobe\bypassnro thing to avoid having to use a Microsoft account still works!

Fik 15 skole iPads ind (som tak Odin) ikke skal være fiksede før fredag... Det løse i biksen var lidt vandskadet HP blærbar... et par mobiler til skærmskift... og så klargøring af 5 Lenovo desktops til erhverskunde... 😬 OOBE\BYPASSNRO blev brugt en del i dag... IYKYK....
Knokledag på job... så fik aldrig spist min medbragte frokost... 😬 Hjemtur bestod af den ene forsinkelse efter den anden, så en 40 min. tur blev til halvanden time.. 🤦♂️ Nu har jeg givet fortabt og pillet en frossen "Nød-pizza" ud af fryser og venter på et overdådigt måltid... 😔 Er det snart weekend?

If your installing windows 11 an do not want microsoft account . when get to screen that ask for microsoft account unplug internet press shift+f10 cmd will open type OOBE\BYPASSNRO Your computer will restart and now you will have the "I don't have Internet" option. Now can make local account 😀

You can still bypass the network requirement in OOBE by setting the BypassNRO DWORD yourself. Open regedit, create the DWORD under HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\OOBE, set it to 1 and reboot. Only the script is gone.

If you are getting a new computer, don't connect to WiFi before you set up your account. hitting shift-F10 (may need to also hold Fn depending on your keyboard). A DOS window appears. Type "oobe\bypassnro" and wait for it to reboot, then choose "I don't have internet" next time it asks about WiFi.
