I entered the field in 1999 and assumed that US democracy was stable and we *all* wanted to strengthen it. It wasn’t until 2014ish that I realized this was a dumb dumb and very privileged assertion.
Second, the founding epistemic orientation of the field (Mills, Citation2017) meant that scholars rarely considered that democracy itself would be a contested value. Taking shape in a post-World War II context and during a global Cold War, and in the United States the post-Civil Rights and in Europe a post-colonial era, researchers took for granted that citizens and the key actors in public life – media institutions, political parties, elected officials, and bureaucracies – were committed to ever-expanding pluralistic democracies. This came despite work, at the margins of the field or in adjacent fields, on the anti-democratic currents that moved beneath the newly respectable, pluralistic political surfaces in many Western democracies (Bonilla-Silva, Citation2015) and the increasingly visible backlash to pluralism from dominant racial, ethnic, gender, and religious groups, including through violence (Hooker, Citation2023; Mudde, Citation2019; Müller, Citation2011.

These tensions extend far beyond Europe. As technologically dominant East Asian firms—particularly from China—drive the global expansion of clean-tech manufacturing (Xue & Larsen, 2026), governments across the Global North and South confront a shared dilemma: how to attract strategic investment without locking themselves into dependent positions (Sahay, 2026). Long analyzed in debates on extractivism and postcolonial resource politics (Alami et al., Citation2025; Riofrancos, Citation2017), as well as dependent development (Amsden, Citation1989; Nölke & Vliegenthart, Citation2009)—these conflicts have now migrated into the industrial core. Read in this light, Europe’s battery rollout serves as a cautionary case for green industrialization under conditions of asymmetric technological power, illustrating how difficult it is for latecomers to secure a favorable position in an emerging global ‘green division of labor’ (Lachapelle et al., Citation2017) dominated by China. Europe’s internal divisions erode its capacity to act strategically in this global scramble.
