That's the date China's Ministry of Commerce set when it agreed, on November 7, 2025, to suspend the most aggressive part of its rare earth export regime for exactly one year. The suspended rules were the ones announced that October: an expanded list of controlled elements and, more unusually, extraterritorial licensing requirements that let Beijing claim jurisdiction over foreign-made products containing even trace amounts of Chinese-origin rare earths. As of this week, nobody in Beijing has said whether that pause gets extended, narrowed, or simply allowed to lapse. This isn't a hypothetical risk sitting years out.
