I FIGURED OUT WHAT WAS WRONG WITH WINDOWS 11 CPU USAGE!!

Wholly Hell, it was just ONE FREAKING SETTING, but it was one you would think more care would be taken in getting correct by the BIOS when it can have such a PROFOUND effect on system performance, and it has a very simple name:

2. The main purpose of CPPC was to help Windows allocate core usage based on which individual cores were producing the best thermal properties. However, even AMD has since admitted their implementation was flawed and so using CPPC may help some but may be a problem for others.

3. Since CPPC is tied to thermal properties, it's actually extremely useful for anyone doing overclocking with single tasks at a time, IE: gaming. For anything which needs the entire CPU for extended periods or needs to run high-power in the background, CPPC may be doing more harm than good.

I was kind of disappointed that PCem wasn't emulating a Pentium 2 at 100% with my new CPU.
I deactivated CPPC and it's very smooth now!

And finally, 5. CPPC DOES have one primary advantage: Stronger boost frequencies. If you don't do any high-demand tasks on your system or never put high-power tasks in the background, CPPC should be left on as it will allow for better thermal usage of your CPU with whatever task you are focused on.

4. Now that we're in an age of different kinds of cores on CPUs, CPPC is extremely important for delegating that appropriately. However, if your CPU doesn't have different kinds of cores then CPPC can end up de-allocating tasks in Windows 11 due to how hyper-aggressive Win11 is with core management.

With newer CPUs, cores are split between different kinds with different specialized purposes. CPPC is a BIOS setting designed to tell Windows how to divvy up core usage to different tasks. For me, it was set to "Auto"...

...but I have a Ryzen 9 5900X... it doesn't HAVE specialized cores...

The ONLY clue I had to even look for this setting was watching a video about modern AMD CPUs with two core types having scheduler issues and upon learning about the CPPC setting I wondered if I had it, found it, saw I could disable it, tried it just for the heck of it, and BAM, EVERYTHING FIXED. :P

You've got it assbackwards here. Chinese sci-fi got excluded from the Hugos held in China because the non-Chinese citizens on the committee convinced themselves that the CPPC would find Chinese fiction problematic, so they'd better censor things themselves.

Since this thread blew up a little, I should probably clarify a few things I've learned since:

1. CPPC has been around for quite awhile now, it's just Windows 11 is being hyper-aggressive about core power distribution to the point where turning this off IMPROVED things for my specific use case.
