The rationale is that the public paid for these data, therefore it should have ready access to it at no cost. It's why satellite, radar, observational & forecast are freely available & ubiquitous.

Privatization could jeopardize nationwide public safety by concentrating on densely populated areas at the risk of remote, sparsely areas. NOAA and NWS also have national security support missions - some classified.

We've proven that we can't be trusted with FVEY, SPECAT, codeword INTEL. Restrictions have likely been in place shortly after the election.

Satellites are only a portion of a comprehensive and varied sensor system of systems.
Presently, virtually all sensor data and numerical model output is made available to the public freely and in near-real-time.

It's more than the access & collection of these data ; it's the aggregation of this information by a single entity.
The USG compartmentalized these many & varied sensitive information repositories, because of the myriad dangers associated with their consolidation; herein lies the greatest risk.
