Bitcoin opened the fourth quarter with renewed momentum, climbing past $86,000 on Friday as a confluence of tailwinds lifted the broader crypto market. Short liquidations, easing Treasury yields, and a fresh $113,000 twelve-month price target from Citigroup all added fuel to the rally, pushing Bitcoin up roughly 2.9% in twenty-four hours to around $86,200. Ethereum also broke out of the tight $2,600 range it had held since late September, rising to $2,747. Citigroup raised its Bitcoin target from $82,000 to $113,000, an increase of roughly 38%, while simultaneously lifting its Ethereum target from $2,240 to $3,028, citing stronger crypto market activity, a more supportive macroeconomic backdrop, and a resumption of ETF inflows. Spot Bitcoin ETFs alone pulled in approximately $2.4B in a single week ending September 25, with total weekly crypto fund inflows reaching $3.55B, the strongest pace since October 2025. Retail sentiment on Stocktwits, however, remained in bearish territory with low chatter volume, suggesting the rally is being led by institutional positioning rather than speculative crowds. ## SEC Moves to Let Asset Managers Self-Custody Crypto On the regulatory front, the Securities and Exchange Commission proposed a new framework that would allow investment advisers and funds to self-custody crypto assets under certain conditions, and would permit state trust companies to serve as custodians for client and regulated fund holdings. The proposal addresses a long-standing gap in qualified custodial infrastructure for some digital assets and is designed to make it easier for asset managers, hedge funds, and similar institutions to hold Bitcoin and other crypto directly rather than through an intermediary. SEC Chairman Paul Atkins noted that despite the asset class growing into a multi-trillion-dollar market since 2008, the agency's rules have not kept pace with it. The move comes as both the SEC and the CFTC have accelerated their rulemaking efforts following the failure of the CLARITY Act in the Senate. Meanwhile, major regulatory cooperation is taking shape at the state level inside the United States. New York and Wyoming financial regulators agreed to jointly oversee crypto firms operating in both states, sharing examination data and fast-tracking licenses for established companies. On the international stage, South Korea unveiled plans to allow stocks, bonds, and funds to move onchain starting in February 2027, with its national securities depository building connectivity infrastructure on Avalanche. Japan's SMBC Nikko, one of the country's largest securities firms, separately announced it is constructing a compliance-integrated trading venue on Uniswap, set to launch in mid-2027. Together these moves signal that regulated financial institutions across Asia and North America are rapidly shifting from crypto observation to active onchain participation.
