In subsequent rounds they do geographic set asides, but you’re right, an insane plurality of the first round went to Sacramentans (I suspect mostly leg workers and state workers in HCD/ CalHFA who would be abreast to this sort of thing) got the money. Speaks to how bad and zero sum it all is.

I think it was CalHFA that got new funding on a quarterly basis, so if the purchase agreement put a closing date in the last 10 days of a quarter we'd make them amend it. Sorry, you won't be able to to close and we can't risk our relationship with the agency

The absurd program would be where, for some reason, the govt limited the first resale price (and its own potential return as an equity holder) but there was no deed restriction: the 2nd owner would benefit more than the first. It’s just a dumb thought I had that’s “consistent” with CalHFA programs
