Depuis 2013, CartONG a contribué à la structuration du GIS Centre de l’ONG Médecins Sans Frontières, en participant notamment au développement des métiers du SIG au sein de l’organisation.

This conference was organized by CartONG with Ground Truth Solutions on March 24th, 2025, as part of the Humanitarian Networks and Partnerships Week in Geneva and remotely. While Geographic Information Systems are now well known in the aid sector, few organizations have managed so far to leverage GIS to actively pilot their humanitarian response organizations. A decade ago the same could be said of Médecins Sans Frontières, where the use of commercial maps was widespread but own mapping capability was non-existent. GIS is now used on a daily basis on MSF's most critical field operations: from response to epidemics such as Ebola, to managing the safety of its personnel in the field, to transportation planning, to managing refugee camps, etc. But, how did we get there? For the last 10 years, MSF has structured its own capacity to deliver GIS services, supported by CartONG among others, to its current form, the GIS Centre. CartONG helped MSF set up a GIS department within the movement, culminating in the creation of the MSF GIS Centre. Serving the NGO's field missions, the GIS Centre centralizes requests for the creation of static and dynamic maps for field operations. This session will review the steps taken by MSF to structure a mapping production offer, taking into account the challenges of managing sensitive data, face technical hazards on the field and collecting data in difficult areas. The panel will discuss how to set up a GIS service and on-demand cartographic offer useful to field responders. This session will inform GIS specialists on how to win the buy-in of operations for the adoption of GIS as a support activity how to convince colleagues from operations to endorse GIS, and how to build fit-to-purpose regular or emergency response mapping services.

This conference was organized by CartONG on March 26th, 2025, as part of the Humanitarian Networks and Partnerships Week in Geneva and remotely. The humanitarian and international development data ecosystem has evolved rapidly, with NGOs and international organizations embedding Information Management functions and adopting innovations like Artificial Intelligence. However, recent geopolitical shifts, including the closure of USAID programs and increasing tensions in global power dynamics, have exposed significant vulnerabilities in the system. Major humanitarian organizations and data platforms are struggling to maintain operations, while reliance on US Big Tech solutions is being questioned. Calls from the Global South for data decolonization are growing louder, highlighting concerns over data sovereignty and ethics. These changes exacerbate existing divisions in the ecosystem, with some actors able to meet demands for compliance, accountability, and innovation, while others—especially local actors and smaller NGOs—are increasingly marginalized due to resource constraints. In its recent study, "Beyond the Numbers: Balancing Innovation, Ethics, and Impact - an updated panorama of the data practices and needs of CSOs/NGOs" CartONG explores how factors like resource scarcity, rising accountability demands, and cybersecurity risks are deepening this gap. This panel will examine these growing disparities, focusing on localization, accountability to affected populations, and strategies for overcoming challenges such as funding cuts, sustainable technologies, and the relationship with Big Tech. We will conclude with CartONG’s recommendations and discuss collaborative initiatives aimed at ensuring that data technology fulfills its potential for all actors in the humanitarian ecosystem.

This conference was organized by CartONG with Ground Truth Solutions on March 25th, 2025, as part of the Humanitarian Networks and Partnerships Week in Geneva and remotely. Anticipatory action (AA) is increasingly seen as the silver bullet of humanitarian action, in a context of growing complexity and severity of crisis and shrinking funding. The logic behind it is indeed irrefutable: it saves times, prevents costs and delivers better-quality aid. But is it really that new? Our panel will discuss how local actors have not waited the formalization of AA approaches to identify concrete triggers, prepare for crisis and build field resilience nets. These local systems however often lack formalization, and don't fit in global indicators and mechanisms, which tends to make them invisible. They might however prove to be more cost-efficient, based on concrete experiences of communities, and fit to purpose. While less compatible with standardization and scale-up mechanisms, and therefore less adapted to the humanitarian industry processes and funding channels, this doesn't mean they cannot inform and improve global systems and approaches. To build these synergies, CartONG and Ground Truth Solutions, as part of an H2H programme funded by BHA, have been recently assessing the promises of anticipatory action together with local actors, and tring to make it more people-centred and accountable. Based on these experiences and other voices, we will reflect on how global AA mechanisms can better integrate the voice of communities and local responders, to build system that takes the best of the two worlds.
