Cartoonito exists as a separate channel here in Italy, but it's not a sister channel / block on the Italian Cartoon Network feed, but it's a sister channel to Boing instead

Bluey dodged a bullet, Adult Swim's constant expansion & the Discovery merger pretty much killed any chance of Cartoonito being a success.
