Parks staff presented Soaring Hawk West master-plan details including multipurpose turf fields, event parking and staged phasing; staff estimated a West-side package (field, parking, restrooms) at roughly $16 million and discussed phasing to make early deliverables visible while pursuing grants and other funds.

Staff told the board the city could potentially assemble $7–9 million toward initial Soaring Hawk infrastructure over the next two years through carryover and other mechanisms, with additional county and grant funding possible; the board discussed breaking the master plan into deliverable phases to show progress while pursuing larger funds.

Staff proposed gradually shifting some general-fund contributions away from road capital toward parks capital so the city can begin horizontal infrastructure for Soaring Hawk (phase 1) and make Preserve Park improvements; staff said Soaring Hawk phase 1 horizontal work could be targeted toward 2028 with vertical work later.

Council approved a contract not to exceed $5,010,728 with Colorado DesignScapes Inc. to renovate Coyote Ridge Park Phase 1, including playground replacement, vault restrooms, irrigation, trails and a renovated ball field; work is to start in August with a ~150-day schedule.
