default setting dnd celestials are meant to be inherently 'good' so why would they be making bargains to claim peoples' souls? A warlock to me implies some amount of mystique and evil (willingness to deal with demons) or at least ominousness coming from "My will is not my own" that a celestial lacks

They are *very* much the bad guys here at this point... but the Outlanders don't come out smelling like roses.

aka anyone who didn't fall in line or pushed against their doctrine. They weaponized some truly nightmare fuel inducing beasties as well. One of their gods' celestials that took the form of cat/arthropod hybrid creatures for example would just obliterate settlements at a cleric's command.
