Commission approves ordinance allowing sky-lantern releases when county KBDI is below 500
The NSCD commission amended the city fire/building code to permit controlled sky-lantern releases inside city limits when the Texas A&M Keetch-Byram Drought Index (KBDI) for Ellis County is under 500; the change replaces a clause tied to a county burn ban and passed on a voice vote.
