if i were a parent, the first thing i'd try is to give the kid a cheap linux PC, with firefox + ublock + dearrow + consentomatic + timelimit/channel/site blocks as i see fit. i'd encourage them to explore outside the browser, and let them futz with it thus as much as any other indoor activity
