Seems suboptimal that a state is choosing to scope new rail service as intercity rather than commuter rail in large part because the CorridorID program is more service-oriented and supportive of project development than FTA's New Starts program.

Regional/Commuter Rail service planning and funding should look a lot more like CorridorID than FTA's programs, which are project/infrastructure focused.

A key difference the Link21 program — where Jack London modernization has been initially studied — was a local/regional planning initiative.

With the shift to Caltrans/CorridorID we are now seeing it under more state/national service led planning.

I actually want to pick your brain about this at some point, particularly re the framing of CorridorID as something that can benefit as intercity corridors with regional/commuter overlapping services, but seems to discount applications from commuter rail-first corridors with some intercity use
