In a conversation reported to Amstutz, one of Amin's ministers contended that "only" 2500 political prisoners had been executed by the Khalq.

Amstutz did the math and noted that this would be equivalent to 43,000 executions in the United States of 1979

The result, as described by the U.S. embassy, was "a scene of emotional pandemonium," made worse by the similarity of Afghan names. The names were read over a bullhorn to a crowd of at least 1000. Perhaps 10-15,000 names in all were read over several days.

This is not to suggest that the Khalq enjoyed an advantage. By Blood's estimate, the strength of the Afghan Army had shrunk by 30%. In a separate cable (#7812, below), he observed that the loss of rural areas would soon impede recruitment.

In Telegram 7813, Archer Blood – still on loan to the Kabul embassy – provided updates on the insurgency around Afghanistan, ranging from Paktia, to Nuristan, to the former Jalalabad (recently renamed Tarunshahr after a fallen Amin ally).

Periodically, the U.S. embassy in Moscow offered its own assessments of Soviet policy in Afghanistan. Telegram 24441, sent on October 24, 1979, offered a mid-autumn gauge of where the Kremlin stood, more than a month after Amin's coup.

The State Department replied on September 20 that it had "no information" confirming persistent reports about Cubans in Afghanistan. It had already written similarly to the embassy in Islamabad.

Ten days later, Iranian Foreign Minister Ebrahim Yazdi asked a U.S. diplomat about the presence of Cubans in Afghanistan. U.S. relations with the revolutionary government in Tehran were precarious, but both shared concern about Afghan events.

The U.S. embassy in Kabul reiterated, on September 9, that it had no evidence of a Cuban presence in the country; adding that "discussion of 'Cubans in Afghanistan' is pure speculation." Even so, reports of Spanish speakers in the country proliferated.

But the story refused to go away, and regional governments also gave these reports credence. In late August, Pakistani Foreign Secretary Sardar Shahnawaz asked about Cubans in Afghanistan, citing reports in his own country's press.

Hafizullah Amin, asked about the reports in January, characterized them as "silly." The U.S. embassy in Kabul could not corroborate them, and reported that it had "no evidence, whatever" of a Cuban military presence.

If extant cables are any guide, however, they remained unaware of Taraki's ouster. As Taraki and his wife sat in an improvised palace cell, the U.S. embassy reported, somewhat inappropriately, that he had "[brought] home some bacon from Havana.

U.S. diplomats did not discern the extent of internecine tensions within the Khalq, but a series of cables on the 14th observed some of the violence of Amin's purge. The U.S. defense attache heard an explosion and observed Amin's soldiers at the palace.
