Whats the fucking point of spending dev time on a class (the most time intensive MMO development) THAT CANT BE USED IN CURRENTCONTENT

Like why do Blue Mage and Beastmaster not have a "normal content" kit that uses a select set of job abilities so they can be raised and used in all matchmade content? Whats the fucking point of spending dev time on a class (the most time intensive MMO development) THAT CANT BE USED IN CURRENTCONTENT
