The state auditor outlined a package of proposals to the Legislative Audit and Fiscal Review Committee including authority to retain legal counsel, subpoena power, expanded data-analytics access (including controlled AI) and expanded cybersecurity review capacity for local governments to improve audits and follow-up.

Foster & Foster presented a proposal to use cybersecurity firm FoxPoint to evaluate plan vendors against Department of Labor best practices; the firm quoted $15,000 (discounted to $12,000–$13,500 if multiple boards sign on); trustees asked for a direct FoxPoint presentation at the next meeting.

The board voted to contact DES and an electrical/engineering firm (EII) for an external cybersecurity and SCADA evaluation after expressing unease about system security and withholding a final payment to the SCADA contractor over missing historical data.

Mayor Sandy Walker told York City Council she supports outside consultants to complete overdue audits and HR and cybersecurity reviews, listed recent payments to those contractors, and said the largest encampment will be cleared with supports on June 2 (rain date June 3).
