VC-25A's unlike Bribe Force-1 are hard targets to kill and they have quite a few countermeasures. I have been lucky to photo underneath AF-1 on final so you can see each engine pod has a rear sensor and the side view you can see the LAIRCM / DIRCM suite on the tail #AF1 #AvGeek #cvvhrn

If I was going to do a stand down without actually telling people to stand down (and thus it leaking immediately), I'd probably try to lock up MANPADS as much as possible, might explain why there was one launch and not dozens. DIRCM being in play also tracks, pardon the pun

Lots of western military helicopters do come with DIRCM which emits a signal/laser directed at incoming IR guided missiles capable of confusing the sensor and causing it to veer. Exactly how good and against which missiles these systems work is of course incredibly classified.
