A Temu Cop (ICE) in CA had his lic plate captured on social media-- TX plates. I screenshot it, sent it to someone from TX to find they're at least 10 year old license plates that aren't made anymore. It was a clue! DPPA makes it impossible to get the driver's name. I did find the VIN # though!

Private investigator here, this is factually incorrect. You have to have a permissable purpose under the DPPA. Collecting a debt is NOT a valid purpose, however a civil case or arbitration is, nuance but it does matter. Private parking companies get in trouble for this all the time.

DPPA prohibits linking individuals to a VIN/plate number without a law enforcement use case. Best bet is checking on Nextdoor etc for somebody who might recognize the car
