I’m told Burnham’s team has drawn up plans to scrap it altogether, with part going to DBT and part to DCMS.

OS NGD RoadLink was selected for the feasibility study because DfT can access it through the Public Sector Geospatial Agreement, it provides detailed national road geometry and attributes, and it is related to the mapping used in the CRASH system used by many police forces to provide STATS19 data to DfT. In future, the road safety statistics team will agree the appropriate network product and version with the DfT roads geography team, taking account of the networks already used across road statistics, update timing, historic consistency and production support. Because OS NGD is not an open dataset, the Department will confirm with OS which derived attributes, identifiers and aggregate outputs, if any, could be published or shared under licence. This will be explored further as the work progresses.

Removal of open address datasets from 57 local authorities With great reluctance, I have today removed from the web downloads containing Council Tax property lists released as open data by 57 local authorities: 53 in England (including 14 London boroughs), one in Wales, and three in Scotland. The removed datasets contain more than seven million open address records in total. Information about those datasets remains at datadaptive.com/addr/. At the time of writing, none of the relevant local authorities have informed me that permission for re-use under the Open Government Licence was granted by them in error. OS/GeoPlace have not offered any specific evidence of analysis in support of their claim of infringement.

Simultaneously to the public and policy conversation about the importance of re-usable information and data to AI and other contemporary technologies, there is the question of whether the owners and authors of digital information and data are receiving a just and sustainable return in the age of algorithmic reproduction, and if not, how they might. The OGL is closely aligned to Creative Commons CC-BY licence, a centrepiece of the open knowledge and culture movement. However, in June 2025 Creative Commons launched CC Signals, a proposal for a different model 'as to how machines (and the humans controlling them) should contribute back to the commons when they reuse and benefit from using the content'. The proposal noted that AI's usage of data has fundamentally changed the web, and the 'social contract' that underpinned machine use of it. The public sector is, in many ways, no different. Digital information and data are unusual goods, in that they cost a lot to create, but carry the expectation that they will be made available for re-use for little (or nothing) given the marginal costs of their dissemination. But whereas private and commercial creators and rightsholders can withdraw their content from the web, or restrict its usage via technological and legal means, the public sector is obligated to make much of its information and data available to the public who paid for it via taxation in the first place, and benefits from information about public sector activities and policies being disseminated and re-used widely.

The UK government has a clear opportunity to unlock economic growth and technological innovation by mandating the release of address and mapping data as open data. By making address and mapping data openly available, the government can remove the barriers that stifle competition, reduce inefficiencies in public administration, and support the development of new industries. Rather than allowing key national datasets to be controlled by institutions focused on revenue generation, the UK should follow the example of other leading economies and treat geospatial data as a public asset that benefits everyone.
