After interviews, the commissioners approved pursuing a scoping agreement with GM Development/BW Development for the jail project's BO/T scoping phase; BW/GM said it will not charge scoping fees but any third-party soft costs would be passed through to the county.

The board established a three-member BOT evaluation committee to review jail RFPQs, accepting Commissioner Kelland Dooley's appointment and naming Dave Holt and Sheriff Brady Thomas as additional members; the committee must provide a recommendation on a tight timeline to publish by Friday.

At the RFPQ opening for the proposed new jail, the county received submissions from Envoy, Build BW and Garmung. Commissioners voted to take the bids under advisement, form a three-person evaluation committee and requested a recommendation by the Sept. 28 meeting.

Commissioners set a special meeting for Thursday the 20th at noon to consider bond counsel, underwriter and other financing options for a proposed jail project.

Council members warned that a planned jail project has seen design and cost estimates climb (blueprint mechanicals $30,000–$50,000; a rough project total cited at about $50 million) and discussed the mandatory MUST committee process for reallocating local‑option income taxes that could shift revenue streams beginning 2027–2028.
