Barrett/consultant presented the town's Housing Production Plan process under Chapter 40B, explaining SHI counting, affordability definitions, implementation strategies, outreach plans and a target to finish the draft in November and submit to the HLC.

Following the HPP presentation, residents and board members pressed for clearer accounting of which SHI‑counted units are actually subsidized or receive rental assistance; speakers cited that Dennis added 102 SHI units since 2021 and would need roughly 317 more units to reach 10%.

The selectboard charged the committee to identify bylaws needed to meet the Seasonal Communities Act; members agreed to incorporate that work into the housing production plan, to recruit volunteers, and to form a small subcommittee to draft tiny‑home and attainable‑lot bylaw language.

Patty Mitrokostas of Housing Assistance asked the committee to support a regional shelter project contingent on a favorable Land Court ruling. Members split over permitting, finances and location; a motion to deny tied 4-4 and a subsequent motion to defer to the spring meeting passed 5-3.
