Quezon City aligns class suspension guidelines with DepEd and Executive Order No. 130
The Quezon City government is updating its guidelines on class suspensions due to extreme heat and other hazardous conditions to align with the Department of Education (DepEd) and Executive Order No. 130 signed by President Ferdinand Marcos Jr. As part of the changes, the city government is revoking Memorandum Circular No. 3, Series of 2025, which previously covered heat-related class suspensions. The move is intended to comply with DepEd Memorandum No. 064, Series of 2026, which gives public school heads greater authority to make decisions based on conditions in their respective schools. Under the DepEd directive, school heads may adjust class schedules, suspend face-to-face classes or shift to alternative learning arrangements when circumstances warrant it. These decisions must be coordinated with the Schools Division Office. Private schools are also encouraged to follow the guidelines, where applicable. Executive Order No. 130 further allows schools to declare localised suspensions of in-person classes even when national or local government authorities have not issued a suspension order. This is permitted when conditions specific to a school indicate an actual or imminent threat to the safety, health or welfare of learners and school personnel. The executive order also provides for the automatic suspension of on-site classes and work following the issuance of warnings, advisories, alert levels or forecasts by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), the Philippine Institute of Volcanology and Seismology (PHIVOLCS), or the Department of Environment and Natural Resources' Environmental Management Bureau. Local government officials may likewise announce class suspensions based on verified disaster conditions and specific risk levels in their respective cities, municipalities or provinces. Despite the suspension of in-person classes and school activities, educational institutions are required to implement learning continuity measures to ensure that students can continue their education. The Quezon City government advised parents, guardians and learners to monitor their schools' official communication channels for announcements regarding class schedules and alternative learning arrangements. The city also said it is awaiting the implementing guidelines for Executive Order No. 130 to ensure its proper implementation.

DepEd sets heat index threshold for class suspensions, requiring LGU coordination
The Department of Education (DepEd) has established guidelines for school suspensions during extreme heat conditions, emphasizing the need for coordination with local government units (LGUs). According to DepEd Memorandum No. 64 s. 2026, schools must suspend both physical and online classes when the heat index reaches 42 degrees Celsius, but only after consulting with the relevant LGU. This policy comes amid the ongoing El Niño phenomenon, which is expected to bring record-breaking temperatures to the Philippines, particularly as it intensifies to a 'super' phase later this year. Education Secretary Sonny Angara explained that school officials should notify LGUs before suspending classes to avoid surprises for local leaders. The new guidelines replace a blanket nationwide suspension policy with a localized approach. School heads will now use indoor temperature and humidity readings taken at 8 a.m., 12 noon, and 2 p.m. to determine appropriate actions. Under the memorandum, regular classes continue if the heat index is below 27 degrees Celsius. Between 27 and 32 degrees, schools may shorten hours or adopt hybrid learning. From 33 to 41 degrees, physical classes are suspended, with learners shifting to home-based tasks. At 42 degrees and above, all physical and home-based activities are halted. Secretary Angara emphasized that the policy is proactive, stating, 'We cannot afford to wait until extreme heat hits before we act.' The guidelines aim to protect students and staff from heat stress, water shortages, and health risks while minimizing unnecessary loss of classroom time. The policy aligns with broader efforts by government agencies to address El Niño impacts, including DOLE's recommendation that workers may stay home if the heat index reaches 40 degrees Celsius.

DepEd encourages parental involvement in school security measures
The Department of Education (DepEd) has expressed support for proposals allowing parents to assist in patrolling schools as part of enhanced security measures following a series of school shootings in the Philippines. Education Secretary Sonny Angara emphasized that parental participation in school security could also address broader student concerns such as mental health and social media usage. During a routine school safety audit at Lakan Dula High School in Manila, Angara highlighted the school's security features including surveillance cameras, metal detectors, and medical equipment. The school also utilizes a community drop box and QR code system for anonymous reporting of concerns by students and teachers. DepEd's Kaagapay program aims to foster greater parental involvement in children's education and development. The department has strengthened school safety protocols in response to recent incidents of school-related violence, including a shooting in Tacloban that killed three people in June, another in Zamboanga City that left two students dead, and a suicide incident in South Cotabato in September. Angara noted ongoing coordination with Meta to address online factors potentially contributing to the violence. He also urged parents to take an active role in their children's lives at home. The government has identified online groomers and nihilistic violent extremism as possible factors behind the attacks. The incidents have been particularly shocking in a country where school shootings are extremely rare. DepEd's initiative reflects a growing emphasis on community-based safety approaches in educational institutions.
