Description can be a pause, or woven into the action, either way the length of description you give is one of the tools controlling the pace of your story.

Description needs to be relevant to the story, not separate from it. There's a time for a POV character to Stop & Stare, but otherwise, description should be woven into the action rather than interrupting it.
