Not possible without broader federal permitting and oversight. If they were doing anything other than slab on grade, it would be a year or more of subsoil work, dewatering, core samples etc.
Because, if true, they're using the ballroom as a ruse to cover up expansion of the underground bunker... for many possible reasons but one suspicious one would be because he doesn't plan on leaving even under attack?

There are a few specific instances (like Georgia) where the dewatering associated with the construction (not operations) of data centers harmed local groundwater, but that's a general problem with construction. I can't find a single place where a data center operating normally harmed water access
