After an hour of commissioners’ evaluations and public comment, the Douglas County Board of Commissioners voted 5–0 to find County Manager Jennifer Davidson “exceeded expectations” and to award a 2% merit increase, following debate over the handling of the stormwater proposal and several ongoing lawsuits.
