The founding assumption of the CSJ report on recovery is that all illicit drug use/possession is inherently problematic, and so must be dealt with either by punishment or treatment. I.e. they are still in line with the traditionalist wing of the "medico-penal" framework #DrugPolicyConstellations

I explain this in my boom on #DrugPolicyConstellations (chapter 9) by analysing the conflict between the libertarians and progressives (who want cannabis legalised) and the paternalist and traditionalist policy actors who used their institutional power to limit access.
