Of all coincidences, the cable is set to come on land to go around a dam, in my county. So not only EFSEC, but our little rural county government has leverage to make a fiber upgrade (about $1/ft) a condition of the permit. We’re going to brief them, bring in researchers, state govt, stakeholders.

My husband is a scientist, I’m a policy nut, and both of us spent years here building our network of trust. The CRT may be permitted or not, but getting EFSEC and my county to make a dark fiber upgrade a condition of any permit is incredibly achievable. The next 60 days of EIS will be critical.

There already are regs: water and power (NPDES, EFSEC, etc.). The problem is that someone is permitting these data centers when there isn’t the infrastructure to allocate. Lacking that, they should either provide their own energy and cooling, or provide funds to build out the local infrastructure.

It’s not just large projects that reach EFSEC that are opposed in OR on “save the farmland” grounds. A small 10-acre battery project is being opposed in the Hillsboro area right now because “oh my god it ruins the agricultural character of the area”.
