Pure idiocy. I’m no fan of EIFS or Hardie panel cladding, but these design standards effectively outlaw everything but brick.
Under Seattle's proposed Design Standards, these siding schemes aren't legal--(slats/siding/cladding longer than 16" in one direction, cladding less than 1/2" thick, stucco or plaster either, panel) and would require a Type 1 decision by the Director to be built.

EIFS is expanded polystyrene with a sprayed on stucco coating. You can tap it with a key and tell if it is EIFS or real stucco on concrete or masonry.
This is commonly used in hotel construction. Some states prohibit it in residential use because of moisture problems.

I wonder about this: “…require more robust inspections of condo exteriors, which he said would reduce the risk of defects.” Can more inspections fix this, or is there something more fundamental about the U.S. way of building that makes leaks more of an issue?

This is EIFS, Exterior Insulated Finishing System. Not all are the same. Most US cities now require it be UL Listed with lower flame spread ratings, but there are additional installation techniques that have not been universally adopted.
