In September, Ursula von der Leyen and many MEPs called for unity in the EP – but in practice, its internal fractures were as visible as ever.

A vote on #Ceuta, in particular, revealed familiar divisions, and also some new ones.

In May 2026, votes in the EP resembled those of times past: with majorities based on the cooperation of EPP, S&D and Renew, no votes decided by the far right, and a fine example of a very broad supermajority.

From July 2025 to July 2026, the EU Council held 97 public votes.

Compared to previous years, consensus decreased, with majorities becoming less reluctant to vote down minorities to avoid deadlock. However, it was not only the usual suspects who were outvoted.

He finds the von der Leyen majority resisting two motions of censure, but the EPP overplaying its hand in the first major "omnibus" vote. And also in the Council, consensus has been in decline.

In April, the European Parliament adopted its position for the long-term budget negotiations.

The vote showed that the traditional centre-right/centre-left cooperation is still key for fundamental decisions – but also how fragmented the EP is.

EP majorities are increasingly unpredictable.

After several months of growing importance for the right-wing "Venezuela" majority, January 2026 saw a swing back to the centrist "von der Leyen" alliance - but also a novel "horseshoe" majority in the Mercosur vote.

February has been a month of high-stakes votes at the EU level – in particular for asylum policy, where a centre-to-far-right majority has now effectively replaced the traditional centrist coalition.

In addition, France was unusually outvoted in the Council.
