Chair appointed a committee (Troy chair; members include Tim Hensel, Andy Patrick, Rich Wilson, Adam Webb, Terry Rogers and Carl Farnham) to develop recommendations for countywide joint dispatch with a Dec. 1 implementation target.

The board discussed arrears from the 9-1-1 board and a stalled intergovernmental agreement. The state's attorney said he must recuse from representing both boards on litigation and urged hiring separate counsel; members agreed to meet with the 9-1-1 board to negotiate payment or an IGA.

Speakers at the Edgar County meeting criticized the self‑appointed committee leading joint 9‑1‑1 dispatch planning and asked that 9‑1‑1 directors, first responders and opposing viewpoints be included before decisions are advanced.

After a lengthy study-session debate about governance and transparency, Edgar County board members agreed to move ahead with planning a joint dispatch center and to convene a negotiating subcommittee and a posted special meeting to develop an intergovernmental agreement.
