Latvia’s constitution, unlike Lithuania’s, does not prohibit the deployment of nuclear weapons in the country, and officials in Riga may soon raise the issue of hosting such weapons, President Edgars Rinkevics said amid reports that the United Kingdom had offered nuclear protection to members of the Joint Expeditionary Force (JEF), which includes the Baltic states, several Northern European countries, and the Netherlands, according to reports. On September 22, Lithuania’s parliament supported a first reading of a measure that would remove the country’s constitutional ban on nuclear weapons deployment. Article 137 of the Lithuanian constitution currently forbids both weapons of mass destruction and foreign military bases on Lithuanian territory. “There are no legal obstacles in our legislation to the deployment of nuclear weapons in Latvia,” Rinkevics said. He noted that in 2003, as Latvia was preparing to join NATO, each member state gave assurances that it would impose no restrictions on the implementation of NATO’s full collective security mechanism, including participation in the nuclear deterrence system. “If such a need arises and NATO makes a collective decision, nuclear weapons will be deployed in Latvia,” Rinkevics said. He added that, for now, no concrete talks are underway about stationing such weapons in the country. Commenting on the British proposal for nuclear protection, Rinkevics stressed that, without the shield provided by nuclear weapons, several conventional conflicts might already have broken out in Europe. He called the use of nuclear arms a last resort, but said the threat serves to deter aggressors from unpredictable or large-scale actions. Rinkevics also recalled that the UK is already part of NATO’s nuclear deterrence system, and that Latvia is already under NATO’s “nuclear umbrella,” which is primarily provided by the United States and the United Kingdom. Latvia, as a JEF member, also considers any additional protective measures and security elements in a positive light. In recent days, the Kremlin threatened to use nuclear weapons if NATO attempts to isolate the Kaliningrad region from the rest of Russia. NATO officials called such rhetoric irresponsible. Alliance spokesperson Elisson Hart said that in its response to Moscow, the bloc emphasized that NATO is a defensive alliance and that its actions and exercises pose no threat to any part of Russia. “We strongly condemn threats of force, particularly any irresponsible nuclear rhetoric,” Hart said. She also linked Moscow’s threats to NATO’s support for Ukraine, describing Russia’s approach as a “hybrid tactic” that will not persuade NATO to stop aiding Kyiv. Russian officials have previously alleged that NATO is preparing operations against Kaliningrad, claiming that alliance exercises rehearse a naval blockade and scenarios for seizing the region. The Wall Street Journal has previously reported on war games in Germany that examined a scenario involving a Russian hybrid operation against Lithuania.
