As it turned out @team_greenhalgh was wrong, research evidence showed that people in wheelchairs that need an evacuation aid may not, in fact, be as slow to evacuate as people that are not in one but do have mobility issues that slow them down.

Nothing has changed for tenants and residents in blocks of flats; still now, there's no #EvacuationStrategy for blocks of flats and no #PEEPs to get disabled people away from a fire in a block.
