would be surprising to the exilarchs

I'm curious which 'galut' the Exilarchs were referring to, considering how varied understandings of the Jewish diaspora and its creation seem to be now.
I assume that it specifically referred to the ol' Babylonian Exile for the Exilarchs? What were the 'exiles' for medieval Judaism?

Sometimes, apparently, when you're supposed to be writing about the exilarchs of Septimania you can easily get sidetracked and spend 3 months (checks notes, yes 3) in Georgian mythology and genealogical lists. #writing #history

...is not fully entwined with the government and the rabbinate. I'm not sure about this one.
As an analogue to the exilarchs, you have Diaspora Jewry, those outside of direct political power, but with so much cultural power that Israel can't ignore them. 19/

Also interesting with the exilarchs, descendants of the First Temple royal family that mostly stay abroad. Jewish civilization is becoming cosmopolitan, and cultural power outside of Judea works differently than the religious and political power inside. Rabbis are the only ones that do both. 12/
